Off Leash Dog Permit Register View Cart

Park patrons should feel free to direct any questions or concerns to the Parks and Recreation Office at 610-645-6220 or email recreation@lowermerion.org.

Incident involving bodily injury, aggression, etc. to persons or dogs should be immediately reported to the Lower Merion Police by calling 911.  The Police investigation and report is necessary for any needed follow-up, including the suspension of Park privileges, either temporarily or permanently.



Goal

To increase recreational opportunities by enabling residents to walk or exercise their dogs off-leash in designated Lower Merion Township parks.


Rules & Regulations




  1. Only dogs with valid and visible Off-Leash permits from the Township will be allowed off leash in designated fenced and unfenced areas and at designated times.


  2. All dogs must wear collars with current rabies tag visible.


  3. Dog owners/handlers must display their permit cards.


  4. One adult may have no more than two dogs under their control and off leash and must have a separate leash available for each dog, no longer than eight (8) feet.


  5. Dog owners/handlers are responsible for the actions and behavior of their dogs at all times.


  6. Dogs must be in view of and under control, including voice control, of their owner/handler at all times, as required by Pennsylvania State Law. 


  7. Dogs will come and stay by the side of their owner / handler immediately when called.


  8. Dogs will not charge or display aggression towards any person or behave in a way that any reasonable person finds to be harassing or disturbing.


  9. Dogs will not chase or display aggression towards other dogs.


  10. Dogs will not chase, harass or disturb wildlife.


  11. Dogs must be leashed immediately at the first sign of aggression or unruliness and removed from the designated area.


  12. Dog owners/handlers must pick up and dispose of their dog’s excrement.


  13. Should a dog owner/handler not adhere to any of the rules and regulations, their permit(s) may be revoked at any time.

Rolling Hill Park






  1. The Unfenced Off-Leash area is restricted to signed, designated trails and is permitted from Sunrise until 9:30 a.m. and 3:30 until 6:00 p.m. seven days a week.  Dogs must be kept on-leash everywhere else in the park, except the fenced dog area.


  2. Dogs must be kept on-leash in the parking area and entrance trail until entering the woods and trails identified as the Off-Leash area.


  3. When walking through fields, dog owners/handlers must remain on the trail and all dogs must be kept leashed to protect the meadow and grassland wildlife.


  4. On-Leash zones: Dogs are permitted, but must be leashed at all times where these signs are posted.




Rolling Hill Park Fenced Area




  1. The Fenced Off-leash dog area is open from Sunrise until Sunset seven days a week.


  2. No food, drink or rawhide is allowed in the fenced area.


  3. No children under 6 year of age are permitted and must be under an adult’s supervision at all times.


  4. Puppies under 6 months are not permitted.


  5. Dogs in heat are not permitted.


  6. Pinch and choke chains and spiked collars are not permitted





West Mill Creek Park




  1. Off-Leash areas:Dogs are permitted from Sunrise until Sunset seven days a week.


  2. Dogs must be kept on leash in the parking area and entrance trail until inside the park.


  3. Dogs can access Mill Creek only via identified stream access points.


  4. Dogs are not permitted in the wetlands meadow or the riparian buffer.
